First, my interpretation of what is going on here: The entire world was in the midst of a the Great Depression in the 1930's, and it was particularly harsh in Germany, which had been heavily penalized for its part in World War I. German charities had always been a significant factor in its society, and under these difficult circumstances, they expanded their efforts. Then in 1933, the Nazis gained complete control of the country, and created a state-run charity system, absorbing or replacing many of the private charities. In the highly regimented Nazi state, contribution to charities became obligatory - people who did not contribute were persecuted socially and in some cases even prosecuted legally. Collection campaigns were constant and very aggressive - both door-to-door and in public places. SO, a label like this was a necessity for those who "did their duty" - gave enough to earn immunity from further solicitation. Or at least that's what I think. 5/11/18 - I emailed Winterhilfswerk.com and asked about the second label, and they replied: "These were a part of a donation packet so to speak. It served as sort of a plaque that one would put on their door or window to show that they already donated. It kept the constant door knocking at bay." So that confirms what I had guessed.
